Don
Luther is Of Counsel at McGrath & Barlow, L.L.P., and the
sole proprietor of 19CFR Trade Consulting, L.L.C.
Don has significant experience in customs matters including
tariff classification, valuation, reconciliation, automated programs,
customs audits, administrative protests, prior disclosures, training,
and corporate compliance procedures.
Don
formerly worked at the U.S. Customs Service, first as an Import
Specialist at the port
of Seattle, and later
as a Program Officer at Customs Headquarters in the Office of
Field Operations. He provided nationwide technical
and policy guidance to Customs officers and members of the trade
community, including lecturing before large trade organizations
to explain new Customs programs. His work was largely focused
on modernization efforts such as the Entry Revision Project (ERP),
and he is well known for his work in initiating the ACS Reconciliation
Prototype.
Don is a licensed customs broker,
and admitted to the State Bar of California. He serves on the Trade Support Network
(TSN), an industry advisory group constituted by the Bureau of
Customs and Border Protection to further the agency’s modernization
goals.
